Chief Gear: Why It Waits, and How to Escape

Chief Gear gives Attack and Defence - the side the game already hands you too much of - which is why it ranks low. Level all six to blue, push one piece to Gold T2 3-star to open the exchange, and spend on Charms and research instead.

공략노트·Whiteout Survival - Chief Gear upgrade priority strategy from Ton's update video. Investment philosophy and running order rather than stat tables; those are in the Chief Gear progression guide

❄ In one line

Level all six pieces evenly and you will spend years stuck in blue-to-purple Design Plan hell. Take everything to blue and no further, then push exactly one piece to Gold T2 3-star to open the exchange first — that is the whole escape. And when you spend, Charms, research and Hero Gear come first.

1 Why it is not the top priority — how multiplication works

Damage and defence are multiplicative. The table below is a simplified illustration of the principle, not the exact in-game formula.

Stat split (300 total)Resulting damageNotes
Attack 200 · Lethality 100100One side only
Attack 100 · Lethality 200100Same the other way round
Attack 150 · Lethality 150225Balance is the maximum

❄ Which is why Health and Lethality are scarcer

  • The game hands out far more Attack and Defence than Health and Lethality, especially through heroes.
  • Most accounts therefore have a surplus of Attack and Defence and a shortage of Health and Lethality.
  • Chief Gear gives Attack and Defence → it grows the side you already have too much of and deepens the imbalance → hence the low priority.

△ Fill the side you are short of (and mind diminishing returns)

  • Attack and Defence high → take the Health and Lethality 10% option in events.
  • Health and Lethality high → take Attack and Defence 10% this time, and top up with Chief Gear.
  • It is not always Health and Lethality: if 5% Lethality costs 40 days and 5% Attack costs 10, Attack at a quarter of the price is the better buy. The rule is "whichever gap is cheap to close".

2 Material demand comes in waves the frustration is a deliberate spending point

StretchMain material consumedHow it feels
GreenHardened Alloy + Polishing SolutionEasy — they pour in from Crazy Joe, the shops and events
Blue 2★ to PurpleDesign Plans onlyHell — people stall here for years for want of Plans
GoldAlloy and Solution needed againDesign Plans start piling up
PinkLunar Amber + Design Plans againShort on Amber, and short on Plans all over again

Early on Plans pile up → suddenly nothing but Plans will do and you jam → they pile up again at Gold → and you run dry once more at Pink. Recognise that the oscillation itself is the spending hook, and plan around it.

3 Escaping the trap — open the exchange by pushing one piece six even pieces = years stuck

1
Take all six to Blue 1-star, evenly — up to here it costs only Alloy and Solution, so it is painless
2
Then pick exactly one piece and drive it to Gold T2 3-star (pour every Design Plan into that one piece)
3
Do not waste Design Plans on the others — level them with the surplus if you have one, but the chosen piece always comes first
One piece at Gold T2 3-star → the material exchange unlocks
4
Now use the exchange to turn surplus Alloy and Solution into Design Plans and carry on with the rest

❓ "Isn't Blue 1-star far too low?" — a common misreading

Blue 1-star is the highest you can reach without Design Plans, on Alloy and Solution alone. From Blue 2-star onward, every upgrade costs Plans. So "leave them at Blue 1-star" is not a fixed ceiling but a priority rule: do not leak precious Plans into the other five, save them for the one.

Ton's numbers are pure F2P / light-spender: a single piece to Gold T2 3-star took him about 6 months (≈180 days), which is exactly how long it took to accumulate the Plans — nothing was left over, which is why his other pieces sat at Blue 1-star. If you buy the Weekly Benefit Card or grind events hard and end up with spare Plans, by all means take the others to Blue 2–3 star or Purple — you have ~180 days to fill anyway, and rising in the meantime is normal. The point is "push one piece to open the exchange first", not to freeze the rest artificially.

⏳ The exchange takes a long time to unlock — do not panic

The official condition: one piece finished at Gold T2 3-star (confirmed on whiteoutdata).

Ton's own experience: about 6 months as F2P to light spender (around $10 a month at the time). He describes it opening around the point Pink gear arrives in the state (roughly server day 180, the end of Gen3) — but that extra "Pink gear unlock" condition is not in the official spec, so treat it as an empirical timing rather than a requirement.

Most people saying "the exchange still hasn't opened for me" either spread across several pieces too early or simply have not put in the time.

4 The exchange — count on losing value

ExchangeRateNotes
Alloy / Solution → Design Plansper the exchange windowFor burning off the Alloy and Solution surplus during the Gold stretch
10 Design Plans → 1 Lunar Amber10 : 1The key to Pink gear, and it eats Plans at a frightening rate
Alloy ↔ SolutionYou have plenty of both, so you will rarely need it

The exchange is not 1:1 — value is destroyed every time you convert, and it compares badly with pack and event rewards. Only ever exchange genuine surplus, and do not routinely convert lower materials upward.

5 Upgrade order by class default: Infantry → Marksman → Lancer

1st Infantry

Coat and Pants · they take the hits at the front

2nd Marksman

Ring and Weapon · your main damage

3rd Lancer

Cap and Watch · mid-line, so they can wait

⚠ Adjusting for your troop ratio

50/20/30 (typical F2P): follow the default order. 50/50: you can skip the Lancers a little. 60/40: you can skip the Marksmen a little — but your Bear Trap damage will fall sharply, so do not abandon them entirely. Two or three tiers behind is the limit.

6 Spending priority do not dump money into Chief Gear

RankItemWhy
1CharmsThey give Health and Lethality directly
2Research (Health / Lethality)Shores up the same imbalance
3ExpertsVery important from Gen 3.5; secure the Sigils first
4PetsA source of Health and Lethality, depending on your refinement plan
5Chief GearAttack and Defence → the side you already have spare, so it goes last

The genuinely high-value targets are Hero Gear (the Fire Crystal gear) + Charms + research. Hero Gear gives a lot of Health and Lethality and also boosts the Arena and Exploration, which makes it the most efficient thing you can buy per point of output. Getting frustrated and dumping money into Chief Gear instead leaves you swimming in Attack and Defence and actually performing worse.

7 Pink gear — the Amber wall

careful

Costs explode, and the Design Plan shortage returns

From Pink onward you need Lunar Amber, which comes from packs (expensive) or the 10-Plan exchange → so the Pink stretch puts you back in a Plan drought. The TDC (Troop Deployment Capacity) bonus is decisive in whale fights but barely noticeable for mid, light and free players → little reason to force your way to T4.

Gold T2 3★ → Pink T3 3★ (one piece) ~6M Alloy 75k+ Solution · 12k+ Design Plans · a lot of Amber
T4 spikes again from here

8 Where the materials come from go all-in on Design Plans early

MaterialMain sources
Design PlansCrazy Joe (the biggest), the Alliance Championship shop, the Foundry, the SvS shop, the Canyon shop, and assorted events
Alloy · SolutionCrazy Joe, the Championship shop, the Foundry, beast hunting and the Polar Terror
Lunar AmberPacks, the 10:1 Design Plan exchange, and small amounts from high-level events

Spend Championship badges according to the phase you are in: Design Plans early → Alloy and Solution through the Gold stretch (Plans are spare then) → Design Plans again at Pink. Once Experts open (Gen 3.5), Sigils come first. If you lose track of where something drops, the game itself will tell you.

9 The pack worth buying on a small budget the Weekly Benefit Card

✓ Weekly Benefit Card

  • Heavy on Design Plans with a decent spread of everything else → the best value for escaping blue/purple hell. Ton used it to pull his early game forward back when he spent $20 a month.
  • Packs with a big Plan component (60/18 or 50/39 splits, say) can be worth more in total value but carry a lower Plan proportion, so the balance can be slower to arrive → do the maths each time.
  • Season events occasionally throw up a good composition too — always do the maths.

10 Common mistakes

MistakeWhat to do instead
Levelling all six pieces equally from the startAll six to blue only → one piece to Gold T2 3-star, everything into it
Getting impatient because the exchange has not openedIt needs Gold T2 3-star plus months of time — spreading is the cause
Getting frustrated and pouring money into Chief GearYou end up with excess Attack and Defence and worse performance → Charms, research and Hero Gear first
Insisting on Health and Lethality no matter whatAccount for diminishing returns — close whichever gap is cheap
Running 60/40 and abandoning Marksmen completelyBear damage collapses → two or three tiers behind, no more
Routinely converting lower materials upwardThe loss is large — exchange surplus only
