WOS Enlistment Office & Loyalty — The Five Recovery Tiers and What Gathering Is Really Worth
Enlistment Office numbers no official source publishes, from community testing: five Loyalty recovery tiers (14,5001,450/h), gathering worth only 400450 per level 8 tile, and the hoarding trap.
Bottom line — Gathering does give Loyalty, but it is the worst source by far. A fully harvested level 8 resource tile yields only about 400~450 Loyalty — roughly 1.7 minutes of passive regen at the 14,500/h cap. The order that matters is ① keep the Infirmary empty → ② daily missions → ③ gathering, and the trap most players miss is that hoarding Loyalty itself lowers your recovery rate.
How it works
Wounded troops that exceed your Infirmary capacity overflow into the Enlistment Office as reserves, and you spend Loyalty to convert them back into troops.
Recovery is about 70% (some sources say 75%, and up to 90% with SvS field triage). Enlistment capacity = 4× Infirmary capacity, and it grows with Furnace level.
You must empty the Enlistment Office before a State Transfer. Reserves left behind are lost entirely.
⚠️ Passive Loyalty recovery five tiers based on Enlistment Office fill rate
The rate is not a fixed number. The tier is decided by how full your Enlistment Office is, and you only reach that tier's maximum when the Infirmary is empty.
→ If you do not have many reserves, no amount of management gets you to 14,500/h (the top tier was observed at around 1M reserves; another player reports the office has to be completely full). Pulling reserves out lowers the fill rate, which lowers the tier with it.
⚠️ Hoarding Loyalty lowers your rate the trap almost everyone falls into
The in-game Enlistment Office → "!" info popup lists three factors that determine the rate.

Decreases when you already hold a lot — this is the one nobody knows
Real case — 3,000/h dropped to 1,400/h
A player with an empty Infirmary watched their rate fall by more than half and could not find the cause. The culprit was 252,000 banked Loyalty.
Saving Loyalty up "to pull everyone out at once" costs you time, not saves it.
Hold reserves and the banked-Loyalty penalty kicks in; pull them out and the base rate drops — there is no third scenario. Either way you converge on 1,450/h. If your fast tier only has a few days left, just enlist as the Loyalty arrives.

※ The daily-mission figure was stated as 30,000 / 30,000~40,000 / 50,000 by the same player on three occasions, all from high-level accounts running ~1M reserves. Nobody has published a per-Furnace-level coefficient → at FC5 or below, assume the low end (30,000 or less).

🧮 Worked example — recovering 200,000 reserves
Rate pinned at 1,450/h = 34,800 per day · no gathering buff, one level 8 tile takes about 8 hours, 4 marches running → 12 tiles/day = +5,400 per day
→ 22 days becomes 19 days (about 3 days, 14% faster)
With a +100% gathering speed buff or more marches, the gap widens.
⭐ Gathering is a floor-tier tool
In the high tiers its contribution is rounding error. You only feel it once the rate has bottomed out at 1,450/h. Gather as you normally would, but there is no reason to expand your gathering routine for Loyalty.

Community back-calculation is ≈3.83 (200,000 troops = 22 days × 34,800). Tier differences are undocumented → enlist 1,000 troops and measure

→ The fast tier (3,625/h) lasts exactly 2 days. Once 46,000 troops leave and you cross the 30% line you are on the bottom rate, so in practice it is a full month at 1,450/h.
🚫 Building banners does NOT give Loyalty
A rumor from the game's first six months
"Send one troop to a banner build and your Loyalty goes up" — it is not true.
· One player asked customer support directly and was told banners cannot produce Loyalty (124 upvotes on Reddit)
· Multiple players tested with and without heroes, with different troop counts → no change in the recovery rate
· What banners and bear traps do give is alliance tokens (up to 2,000 per day). That is worth having, so keep building them — just not for Loyalty.

The only variable you fully control. Keep it at zero.
30,000~50,000 a day. Bigger than gathering.
The stockpile itself is a penalty. Enlist as it arrives.
Do not force extra runs. Once you are at 1,450/h, then it is worth more.
After a heavy loss, full recovery takes about a month. That is the consensus.
State Transfer needs an empty Enlistment Office. Anything left is lost.
